A hearty welcome for the new CDA chair

Himself a cooperative person, he was former national president of the League of Cooperative Development Officers of the Philippines (LCDOP), as well as Provincial Cooperative Development Officer of the Provincial Government of Cavite. He holds Doctorate in Development Administration from the Philippine Christian University.
After rounds of getting-to-know-you with PCC people, Dr. Santiaguel lauded the 10th national Cooperative Summit as a success and has received positive feedbacks. He was all ears as PCC officers opened up to him the various perspectives and issues about cooperative regulation and development.
He expressed: “I am here to harmonize the relationship of CDA with its stakeholders.” He noted that he would like cooperatives to see CDA not just as regulatory and registering body but also for its developmental roles. He added that CDA can be likened to Bangko Sentral ng Pilipinas (BSP) that supervises banks to ensure compliance to standards to ensure good governance and promote the viability of cooperatives.
He continued that CDA together with the cooperative sector, should focus more on strengthening existing cooperatives and encourage branching out to reach as many potential cooperators possible. Accordingly, CDA should enhance its capacity through training and instill high ethical standards among its people so that it can better respond to its mandate and needs of its constituency.
On another angle, he showed his concern for cooperative banks and welcome plans to consolidate cooperative banking sector. He also shared their experience in Cavite concerning the Cooperative Surety Fund to provide bigger funding support to SME’s which are otherwise unavailable among cooperatives.
“Openness and consultation will be what CDA for now,” he happily added, “to strengthen the trust and confidence between the sector and CDA”.
The gathering ended graciously with expressions of support from PCC for the newly installed CDA Chair Emmanuel M. Santiaguel.
